Key developments

- From 26 to 28 March 1991 takes place the 1st Conference on Computers, Freedom & Privacy in Burlingame, California. All papers and transcripts including of the ‘The Westin-Rotenberg Debate’ available here.
- At the invitation of the Council of Europe, the 13th Conference of Privacy and Data Protection Commissioners is held at the Palais de I’Europe, in Strasbourg, from 2 to 4 October 1991. The concluding speech is given by the Director of Legal Affairs of the Council of Europe, Erik Harremoes.
