- 🇪🇺 The European Commission publishes its Opinion on the European Parliament’s amendments to the Council’s common position regarding the proposal for a European Parliament and Council Directive concerning the processing of personal data and the protection of privacy in the telecommunications sector, in particular in the integrated services digital network (ISDN) and in the public digital mobile networks, amending the proposal of the Commission, COM(97) 94 final, 5.3.1997.

- 🇺🇸 On 22 July 1997 the White House releases the report A Framework for Global Electronic Commerce, in the context of the Clinton’s administration promotion of the Internet as information highway.

- 🇵🇱 Poland adopts its first data protection law, the Act of 29 August 1997 on the Protection of Personal Data.
- 🇬🇧 In the United Kingdom (UK), the Government publishes Data protection : the Government’s proposals (CM 3725), a paper describing its proposals for implementing the Data Protection Directive.
- The Article 29 Working Party publishes:
- Its first ever annual report (WP3), covering 1996.
- First orientations on Transfers of Personal Data to Third Countries – Possible Ways Forward in Assessing Adequacy, 26 June 1997.
- ⚖️ The European Court of Human Rights (ECtHR) decides in Z v Finland, on 25 February 1997, and in MS v Sweden, on 25 August 1997.
- 🇧🇪 The XIX International Conference of Privacy and Data Protection Commissioners takes place in Brussels, from 17 to 19 September 1997. Proceedings, including interventions by F. Rigaux and others, were printed (with no reference to publisher).
