- In May 1999 enters into force the Treaty of Amsterdam, which integrates a new Article 286 in the Treaty establishing the European Community.

- Directive 95/46/EC is implemented in 🇫🇮 Finland by the Personal Data Act (523/1999), which enters into force on 1 June 1999; in 🇦🇹 Austria by the Datenschutzgesetz 2000 (DSG 2000) (Federal Law Gazette, Part I, No 165/1999).
- 🇪🇺 The European Commission publishes Recommendation for a Council Decision authorising the Member States, on behalf of the European Community, to approve unanimously the adoption of the recommendation for protection of privacy on the Internet by the Committee of Ministers of the Council of Europe, COM (99) 19 final, 12 February 1999.
- The Article 29 Working Party publishes:
- its third annual report (WP35), covering 1998.
- Recommendation 4/99 on the inclusion of the fundamental right to data protection in the European catalogue of fundamental rights (WP 26).
- The European Group on Ethics in Science and New Technologies (EGE) publishes an Opinion on Ethical Issues of Healthcare in the Information Society (30 July 1999).
