Key developments

⚖️ The Court of Justice of the European Union (CJEU) rules in Rundfunk (C-465/00, C-138/01 and C-139/01), on 20 May 2003, and in Lindqvist (C-101/01), on 6 November 2003.
🇪🇺 The European Commission publishes:
- Report from the Commission: First report on the implementation of the Data Protection Directive (95/46/EC), COM(2003) 265 final, 15.5.2003.
- Answers to the questionnaire addressed to the Member States on national laws transposing Directive 95/46/EC.

Also this year

⚖️ The European Court of Human Rights (ECtHR) decides in Peck v UK, on 28 January 2003, and in Perry v UK, on 17 July 2003.
The Red Iberoamericana de Protección de Datos (RIPD) is set in motion.
🇪🇺 🇦🇷 The European Commission adopts Decision of 30 June 2003 pursuant to Directive 95/46/EC on the ‘adequate protection’ of personal data in Argentina.
The Article 29 Working Party:
- meets a total of 6 times, and adopts 14 documents (cf. p. 9 of report published in 2004).
- publishes its sixth annual report, covering 2001.
🇦🇩 Andorra adopts the Llei 15/2003, del 18 de desembre, qualificada de protecció de dades personals.

In memoriam

Hanno Kühnert (22 April 1934 – 16 May 2003): German lawyer, journalist and writer who wrote an article in 1969 believed to have given to the then Hesse Prime Minister Georg-August Zinn the impetus for the creation of the Hesse Data Protection Act, the first data protection law ever.
